Protruding rebar steel are dangerous. Anyone working around or with them should be aware of the hazard, and safety precautions should be taken.

Employees working more than roughly 6 feet above any working surface, placing and securing reinforcing steel in walls, piers, columns, and so on, should use a safety belt, full body harness or other form of accidental falling stop or restraining safety protection.

Workers should not be allowed to work above the vertically protruding rebar steel unless it has been protected by caps to get rid of the potential hazard of being impaled. The top of the rebar steel must be covered with a rebar cap, wood boards or like devices.

To prevent employees and everyday pedestrians from accidentally being impaled, the ends of steel rebar steel that are protruding, are bent over or covered with special steel reinforced plastic called "plate" caps. Also "mushroom" caps can provide protection from scratches and other minor injuries, but provide little to no protection from impalement.
